The most important piece of advice I can give is this: have fun, experiment, and learn from others. If you're developing a web page for someone else, you will of course have to consider the needs of those who will access and use the web site. However, if you are developing a personal web site, ultimately, the only person you have to please is yourself. Rules were meant to be stretched and broken, so find what works best for you and your tastes.
